Scotland ‘One Of The World’s Most Creative Nations’ By 2020

Creative Scotland , the national development agency for the arts, screen and creative industries, today revealed its ambition to see Scotland recognised as one of the world’s most creative nations.

Investing in our Creative Future sets out the organisation’s vision:

That Scotland is recognised as a leading creative nation – one that attracts, develops and retains talent, where the arts and the creative industries are supported and celebrated and their economic contribution fully captured, a nation where the arts and creativity play a central part in the lives, education and well-being of our population.

Investing in our Creative Future turns this vision into an ambitious plan for the nation’s creative development.

Creative Scotland ’s goals for 2020 are:

 

  • Scotland having the highest levels of participation in the arts in the UK with creativity reaching into every home,
  • Scotland being viewed as a place of choice to live, learn and work as an artist,
  • A cultural economy that exceeds the UK average and contributes to sustainable economic growth,

·         Scotland’s individual places and communities proudly celebrating and sharing their unique strengths, identities and contributions to a creative nation,

  • Scotland recognised as an international leader in the arts for children and young people, giving every child in Scotland access to the arts,
  • 2000 alumni from the Creative Scotland artists’ residencies programme acting as champions and ambassadors for a creative Scotland ,
  • A thriving and sustainable film and TV sector
  • The BBC expanding its role in Scotland with culture embedded in national public service broadcasting
  • World class cultural facilities being delivered through a 10 year capital plan,
  • Culture becoming the calling card for Scotland internationally – welcoming the world’s artists and audiences to Scotland

 

Sandy Crombie, Chair, Creative Scotland Board:

‘The Creative Scotland Board has taken a long term view of how creativity and cultural activity can flourish in Scotland and commissioned a plan that sets us firmly on course to realise that vision. Our investment in Scotland ’s creative future focuses on achieving tangible benefits for every community in Scotland .

Creative Scotland believes the people of Scotland should feel pride in the contribution that the arts and creative industries make to our national identity and reputation abroad; we hope to foster a sense of ownership and involvement by many people in our national creative life.  As a Board, we are committed to collaborating with our many partners to achieve more inspirational activity that will see our creative future flourish on a world stage.’

Creative Scotland Chief Executive Andrew Dixon said:

We are building on strong foundations in so many areas of the arts, screen and creative industries. Creative Scotland’s plan seeks a wide range of partners to collaborate with and realise the cultural, social and economic potential of the sector.  Our work will bring Scotland’s creative talent to local and international audiences and invite the world to our nation of festivals.

‘We need to build on past successes to put Scotland's cultural sector firmly on a higher rung of the international ladder.’

Investing in our Creative Future highlights the organisation’s five objectives and the actions Creative Scotland will take to achieve cultural, social and economic benefits for the people of Scotland .

 

Invest in talent

Talented people are vital to achieving Scotland ’s creative aspirations and Creative Scotland will:

Invest in Europe ’s largest programme of artists’ residencies,

Develop and sustain a network of ‘talent hubs’ to mentor and encourage Scottish artists to excel in their careers,

Ensure that Scotland has a network of creative incubator spaces across Scotland to foster innovation and ideas.

 

Invest in quality production

Our emphasis will be on supporting quality content for both local and international audiences. This will represent the most significant area of our investment. Creative Scotland will:

Invest in the creative programming of a national calendar of festivals and events ,

During 2011-2012, we will begin a review of Scotland ’s cultural ecology of the performing arts (theatre, dance, music), visual arts and crafts to identify gaps and inform future strategic commissioning of production and touring franchises,

Develop inspirational events for 2012 Cultural Olympiad and 2014 Commonwealth Games to ensure every community in Scotland can take part in these national celebrations.

 

Invest in audiences, access and participation

Although our work touches the entire geography of Scotland there are places that have yet to realise their full potential in culture and the creative industries. There are sections of the population and places with limited access to, and engagement with, the arts and creative industries.

Creative Scotland will:

Develop a National Youth Arts strategy for Scotland that will put young people at the heart of its design,

Reach into every school in through the Creativity Portal and GLOW network,

Invest in projects that inspire communities everywhere to Get Scotland Dancing during the Year of creative Scotland in 2012,

Continue to invest £10m each year in the Youth Music Initiative

Invest in a major programme of cultural work with older people in partnership with a major charitable foundation.

 

Cultural economy

As well as social objectives Creative Scotland has a responsibility to stimulate growth in the economy of culture and the creative industries.

Creative Scotland will:

Invest in a programme of partnerships with BBC Scotland, Channel 4, STV and MG Alba to increase investment in Scotland’s independent television production companies, investing in and promoting Scottish talent and bringing home-grown culture into every home in Scotland.

We will work to expand and develop the Made in Scotland programme of cultural showcases,

Invest in a comprehensive economic impact study on Scotland to demonstrate the value of nation’s cultural economy, Continue to invest in the Cultural Enterprise Office to offer advice to creative businesses,

A £3 million budget for film, TV and broadcasting partnerships will grow to £3.75 Million by 2013/14.

 

Place

A central part of our work will be to embrace the contribution that places make to a creative Scotland, working alongside local authorities to develop joint plans for investment.  Creative Scotland will:

Introduce a new £20 million capital programme to invest in improved cultural facilities,

Engage communities across Scotland in a new programme of public art,

Maximise cultural tourism by through partnerships with VisitScotland and EventScotland,

Maximising the potential of UNESCO Cities of Literature and Music

 

Summary of investment programme;

A 50% increase in film investment in 2011 – 12

A £8 million programme of events for Year of creative Scotland, the London 2012 Cultural Olympiad and to showcase Scotland’s creative strengths during the 2014 Commonwealth Games

£2 million saved in operating costs ploughed back into talent, quality production and the cultural economy to benefit Scotland .

‘I had a wonderful time working with the young men in Glasgow . The whole country buzzes with inspirational creative activity and if Creative Scotland can generate even half the excitement, energy and enthusiasm I saw in Scotland, I’ve no doubt it will achieve its ambition of raising levels of participation in the arts to the highest in the UK.

Tessa Hartmann, Founder Scottish Fashion Awards said:

When one thinks of fashion, we visualise catwalks, models, the frivolity of the looks that saunter down the runway in the season's finest fabrics, bold colour themes and eccentric embellishments. But when we think of fashion we should be thinking about the strength of this industry sector; the contribution it makes to the workforce and impact on Scotland 's economy in terms of turnover. We should consider the heritage, innovation and creativity that has earned our textiles manufacturers to be positioned as the finest manufacturers in the world, meeting demands of luxury design houses and savvy consumers. We should consider the potential of this sector for placing Scotland 's creative contribution to the rest of the world, highlighted already by the credible and globally recognised Scottish Fashion Awards.

 

I am delighted that 'fashion' is now recognised and highlighted in this report and look forward to working with Creative Scotland in how to enhance our global reputation even further.  Each year for one night we bring some of the most influential fashion editors, industry leaders and our nations brightest designers to the Scottish Fashion Awards. We have created a platform to showcase this talent to the rest of the world. But now we need to take it to the next level. We need to showcase our Scottish Fashion Awards winners around the world. Entice even more design houses to work with our manufacturers and encourage leading brands to consult with our design talent. Creative Scotland has the ability to make this happen and I am excited and encouraged to be part of this vision.’
